What Does Daniel 7:8 Mean?

I looked intently at the horns, and look, another small horn came up between them, and three of the first horns were uprooted from before it. And look, in that horn were eyes like the eyes of a man, and a mouth speaking great things.

This verse in the King James

King James wording
I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

The little horn is measured less by its size than by what it uproots and what its mouth dares to say.

You see a power rise among other powers, remove three at their roots, then appear with human-like sight and extravagant speech. It is called little, but what it displaces and claims makes its reach visible.

WHAT THIS UNDOES

A small beginning does not prove a force is harmless or limited; its reach appears in what it displaces and what it claims.

אֶתְעֲקַרָה

ʾetʿăqārāh

GROWS FROM

עקר

To uproot; to tear out from the base.

“uprooted from before it” in this verse is ʾetʿăqārāh. The Aramaic verb reaches beneath the visible horns: they are not merely pushed aside but torn out at their base. The same root’s language of barrenness suggests a severing of continuity, as well as removal.

ALSO GROWS

ʿāqar: To uproot or root out.

עָקַר

This Hebrew verb shares the root and makes clear that the action reaches below what is visible.

ʿāqār: Barren or sterile.

עָקָר

The root’s association with barrenness extends uprooting into the loss of what could continue to grow.

קֶרֶן

qeren

GROWS FROM

קרן

A horn; something projecting upward.

The horn is a visible projection of power, and the same consonants appear in a Hebrew verb for sending out rays. The image joins power that rises into view with the mouth’s outward-reaching claims.

ALSO GROWS

qāran: To shine or send out rays.

קָרַן

The shared root connects a horn projecting outward with light projecting outward, giving the image a sense of power becoming visible.

qeren: A horn; by extension, strength or power.

קֶרֶן

Psalm 75:10 uses the same horn image for power that can be cut off or exalted, clarifying what is at stake when horns are uprooted here.

A small beginning can carry outsized claims, and its voice reveals the reach concealed by its size.

Even so the tongue is a small limb, and it lifts its neck over great things. Look how great a forest a little fire kindles!
James 3:5 · SDVA small member speaks beyond its size, echoing the little horn’s outsized voice.
And a mouth is given to him, speaking great things and wounding speech, and authority is given to him to work out for forty and two months.
Revelation 13:5 · SDVThe mouth again makes great claims, revealing the reach attached to the power.
Do not keep speaking from heights upon heights, and let no hardness come out of your mouth; for the LORD is a God who perceives, and by him deeds are weighed.
1 Samuel 2:3 · SDVProud speech exposes a speaker’s posture and is weighed alongside what that speaker does.
All the horns of the wicked I cut off; but the horns of the aligned one are lifted high.
Psalm 75:10 · SDV

The psalm uses the same horn image for power that can be cut down or raised. It opens Daniel’s scene as a struggle over which power remains standing.
