What Does 1 Kings 5:16 Mean in the King James?
Beside the chief of Solomon’s officers which were over the work, three thousand and three hundred, which ruled over the people that wrought in the work.

THE KEY
The Hebrew behind “ruled” can also mean “to tread,” giving this count of overseers a physical shadow of pressure above the workers.
THE MEANING
You see an undertaking through both layers: the 3,300 positioned to rule and the people doing the work. Authority and labor occupy distinct places in the same scene, and the verse names both.
WHAT THIS UNDOES
The belief that the people directing a project are the ones doing its work dissolves here: the verse distinguishes the rulers from the laborers.
THE ROOT
רֹדִים
rodim
GROWS FROM
רדה
To tread; to exercise dominion or rule.
The verb behind “ruled” is רָדָה (radah, “to tread” or “to rule”), whose range includes both treading and dominion. That gives the count an administrative and a physical edge: governing power sits above the people whose labor is named.
ALSO GROWS
radah: To rule, exercise dominion, or tread down.
רָדָה
This verb shows that the overseers’ rule is active dominion, with a physical edge in the word’s range.
veyirdu: And they shall exercise dominion.
וְיִרְדּוּ
The same root appears in Genesis 1:26 for humanity’s dominion over other creatures; here, dominion is directed over people doing the work.
עֹשִׂים
ʿosim
GROWS FROM
עשה
To do or make.
“Wrought” represents עָשָׂה (ʿasah, “to do” or “to make”), a basic verb of action whose derivative מַעֲשֶׂה (maʿaseh) can name a deed or work. The line does not let the workers disappear into “the work”: it shows them as the people actively making it.
ALSO GROWS
ʿasah: To do or make.
עָשָׂה
The workers are identified by their doing, while the overseers are identified by their rule.
maʿaseh: A deed, act, or work made.
מַעֲשֶׂה
This related word makes the link between action and the resulting work visible.
THE PATTERN
Scripture makes the structure of power visible by naming those who rule and those who bear its work.
And the officers of the children of Israel, which Pharaoh’s taskmasters had set over them, were beaten, and demanded, Wherefore have ye not fulfilled your task in making brick both yesterday and to day, as heretofore? But Jesus called them unto him, and said, Ye know that the princes of the Gentiles exercise dominion over them, and they that are great exercise authority upon them.Neither as being lords over God’s heritage, but being ensamples to the flock.THE THREAD
And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth. The Hebrew וְיִרְדּוּ (veyirdu, “and they shall exercise dominion”) shares the root רדה (radah, “to rule”) with “ruled” here. Its object shifts from creatures in Genesis to laboring people in this verse, bringing the human hierarchy into view through the same word.
