What Does Ezra 7:13 Mean in the King James?
I make a decree, that all they of the people of Israel, and of his priests and Levites, in my realm, which are minded of their own freewill to go up to Jerusalem, go with thee.

King James Version The King James Version, first published in 1611. Selah Verse shows the standard text.
THE KEY
The decree opens the way to Jerusalem, but the ascent belongs to those whose own will says yes.
THE MEANING
The route out of constriction toward wholeness stands open, yet the step remains a choice. Authority can make passage possible without manufacturing desire; those who go are moved by an inward willingness.
WHAT THIS UNDOES
It undoes the belief that movement toward wholeness only counts when compelled. The decree grants permission; it does not replace a person’s willingness.
THE ROOT
מִתְנַדַּב
mitnaddav
GROWS FROM
נדב
N-D-B
To volunteer, offer freely, or make oneself willing.
“minded of their own freewill” in this verse is mitnaddav. The Aramaic word for those willing to go shares the נדב root with words for a freewill offering and a generous person. English makes willingness sound like a private mood; the root joins it to something freely offered, so the journey itself becomes an offering of one’s direction.
ALSO GROWS
nedavah: A freewill offering
נְדָבָה
The same root describes a gift given by choice, linking the people’s willing departure to the language of offering.
nadiv: A willing or generous person; a noble one
נָדִיב
Willingness is not mere permission here: the root connects it with a person whose nature is to give freely.
THE PATTERN
A genuine offering, whether of provision or direction, arises from willingness rather than compulsion.
The children of Israel brought a willing offering unto the LORD, every man and woman, whose heart made them willing to bring for all manner of work, which the LORD had commanded to be made by the hand of Moses. Then the people rejoiced, for that they offered willingly, because with perfect heart they offered willingly to the LORD: and David the king also rejoiced with great joy.Every man according as he purposeth in his heart, so let him give; not grudgingly, or of necessity: for God loveth a cheerful giver.THE THREAD
Then the people rejoiced, for that they offered willingly, because with perfect heart they offered willingly to the LORD: and David the king also rejoiced with great joy.The word translated “offered willingly” shares the נדב root behind Ezra’s “minded of their own freewill.” In one verse the people offer provision; in the other, people set out, the same root makes a chosen journey legible as an offering of direction.
