What Does Proverbs 8:29 Mean in the King James?
When he gave to the sea his decree, that the waters should not pass his commandment: when he appointed the foundations of the earth:

THE KEY
The same Hebrew root marks both the sea’s limit and the earth’s foundations, making boundary part of how the world stands.
THE MEANING
Your world holds because powerful forces meet boundaries: the sea does not overrun the word that orders it, and the earth has foundations set in place. Wisdom presents limit and stability as part of one act that makes a habitable world.
WHAT THIS UNDOES
A boundary is not automatically a denial of life; here, it is what keeps life’s world from coming apart.
THE ROOT
חֻקּוֹ
ḥuqqô
GROWS FROM
חקק
To cut or inscribe; by extension, to prescribe or set a limit.
The root חקק (ḥ-q-q; ḥāqaq, “to inscribe or prescribe”) appears in the sea’s “decree” and again in “when he appointed the foundations of the earth”: the world’s edge and its ground are both marked into order. Where the KJV says the waters do not pass his “commandment,” the Hebrew says they do not cross פִּיו (pîw, “his mouth”), picturing the boundary as spoken.
ALSO GROWS
ḥāqaq: To cut in, engrave, or inscribe; also to decree.
חָקַק
The sea’s limit is like an order inscribed into the world’s structure.
ḥuqqāh: A statute or prescribed ordinance.
חֻקָּה
This branch holds together the sense of an established order and a defined limit.
məḥōqēq: A lawgiver or one who decrees.
מְחֹקֵק
The boundary has an author: it is set by a voice that gives order.
THE PATTERN
The created order gives mighty forces a spoken boundary so that life has a stable place to stand.
And said, Hitherto shalt thou come, but no further: and here shall thy proud waves be stayed?Thou hast set a bound that they may not pass over; that they turn not again to cover the earth. And he arose, and rebuked the wind, and said unto the sea, Peace, be still. And the wind ceased, and there was a great calm.THE THREAD
And brake up for it my decreed place, and set bars and doors,Job 38:10 uses the same חקק (ḥ-q-q; ḥāqaq, “to inscribe or prescribe”) root in “my decreed place.” Proverbs repeats that root for the sea’s decree and the earth’s appointed foundations; the next line in Job gives the boundary a voice: “Hitherto shalt thou come, but no further.”
