This verse in the King James

King James wording
The chief of the people; Parosh, Pahath-moab, Elam, Zatthu, Bani,

The “chiefs” are literally the people’s heads: the direction of a whole community takes shape through particular, named lives.

This line gives a people a visible shape: its chiefs are named, not left as an unnamed mass. Their place at the head makes communal direction legible through particular lives. The list speaks now wherever a community’s direction is carried by identifiable people.

WHAT THIS UNDOES

A community has no visible heads or identifiable people carrying its direction; it simply gathers on its own.

רָאשֵׁי

roshei

GROWS FROM

ראש

Head; the top or foremost part.

The Hebrew says “heads of the people,” giving “chiefs” the image of the part at the front of a body. English preserves their authority but softens the picture of a community whose direction has a human face.

ALSO GROWS

rosh: The head; the top or foremost part.

רֹאשׁ

This is the root word beneath “chiefs”: the named leaders are pictured as the people’s heads.

reshit: Beginning; first part.

רֵאשִׁית

The same root links the foremost place to a point of origin, deepening the sense that a community’s direction becomes visible at its head.

rishon: First; foremost.

רִאשׁוֹן

This branch carries the root’s sense of being at the front, showing the spatial image still present in the idea of a chief.

A community’s shared life becomes visible when its recognized heads stand within the whole assembly.

You stand this day, all of you, before the LORD your God, the heads of your tribes, your elders, and your scribes, with every man of Israel.
Deuteronomy 29:10 · SDVThe heads of the tribes stand alongside elders, officers, and all the people, making leadership visible within the gathered whole.
And Joshua gathered all the tribes of Israel to Shechem, and called for the elders of Israel, and for their heads, and for their judges, and for their officers, and they took their stand before God.
Joshua 24:1 · SDVThe whole people and its heads, judges, and officers appear together as a community gathered before God.
Then it seemed good to the sent ones and elders, with the whole assembly, to send chosen men from among themselves to Antioch with Paul and Barnabas, namely Judas called Barsabas, and Silas, leading men among the brethren.
Acts 15:22 · SDVNamed messengers emerge from a decision shared by leaders and the whole assembly, making recognized leadership public.
So I took the heads of your tribes, wise men, and men known, and set them as heads over you, captains over thousands, and captains over hundreds, and captains over fifties, and captains over tens, and scribes among your tribes.
Deuteronomy 1:15 · SDV

The Hebrew repeats the same root, ⁨ראש⁩ (rosh, “head”), beneath both “chief” and “heads.” That shared word makes the image unmistakable: the people named at the head are not an abstract rank but the visible heads through whom the community is organized.
