This verse in the Selah Decoded Version

The Hebrew word translated “perform” shares its root with shalom, so carrying out God’s desire here means bringing Jerusalem toward wholeness.

God’s desire takes visible form through a human agent called a shepherd: Jerusalem is built, and the temple receives its foundation. Restoration reaches both the whole city and the house at its center. The work of tending becomes completion made visible.

WHAT THIS UNDOES

This undoes the belief that restoration depends on a leader already sharing the community’s faith: the verse names Cyrus as a shepherd for God’s purpose.

יְשַׁלֵּם

yeshallēm

GROWS FROM

שׁלם

To be whole or complete; to make complete, restore, or make good.

English “perform” can sound like simply carrying out an order, but ⁨יְשַׁלֵּם⁩ belongs to the same root family as shalom, wholeness. The verse holds carrying out God’s desire together with rebuilding a city and its temple.

ALSO GROWS

shalom: Wholeness, well-being, peace.

שָׁלוֹם

The familiar word for wholeness comes from the same ⁨שׁלם⁩ family: fulfilling God’s desire and Jerusalem’s wholeness belong to one linguistic field.

shillem: Repaid, recompensed, made good.

שִׁלֵּם

Making good what is owed carries a sense of completion through repair, so “perform” can hold the idea of bringing a work to its full state.

רֹעִי

ro‘i

GROWS FROM

רעה

To tend, pasture, or feed.

English can make “shepherd” sound like a title of authority; ⁨רֹעִי⁩ retains the texture of tending and feeding. Calling Cyrus a shepherd places his agency in the work of care, which the verse makes concrete as Jerusalem’s rebuilding.

ALSO GROWS

ra‘ah: To pasture, tend, or feed a flock.

רָעָה

The shepherd’s role grows from the action of tending, so the word carries care as well as leadership.

mir‘eh: Pasture or grazing ground.

מִרְעֶה

The same root names the place that sustains the flock: shepherding points toward the conditions in which life can feed and remain.

Restoration becomes visible when God’s purpose gives both a builder and a foundation.

Thus saith Cyrus king of Persia, The LORD God of heaven hath given me all the kingdoms of the earth; and he hath charged me to build him an house at Jerusalem, which is in Judah.
Ezra 1:2 · KJVThe calling takes concrete form as a commission to build God a house at Jerusalem.
A Song of degrees for Solomon. Except the LORD build the house, they labour in vain that build it: except the LORD keep the city, the watchman waketh but in vain.
Psalm 127:1 · KJVA house and a city stand within the work of building and keeping that the verse attributes to the LORD.
And are built upon the foundation of the apostles and prophets, Jesus Christ himself being the chief corner stone;
Ephesians 2:20 · KJVThe image reaches a people being built on a foundation, with Christ as the chief cornerstone.
Pray for the peace of Jerusalem: they shall prosper that love thee.
Psalm 122:6 · KJV

Isaiah’s “perform” is ⁨יְשַׁלֵּם⁩ (yeshallēm), from ⁨שׁלם⁩, the same root family as shalom (⁨שָׁלוֹם⁩), “wholeness, peace.” The psalm names Jerusalem’s shalom directly; beside Isaiah, rebuilding the city becomes the visible shape of wholeness.
